It is desirable to set-up firstly a Risk-Analyse before starting a discussion and a first set-up (concept) safety plan. The presented risks will be examined in the Risk-Analyse. To get to a for all the requiring parties acceptable safety level we first have to research how to find the best solutions and how to reduce the risks. The use of the building and the surrounding aspects is an important aspect for the risk-analyse.

After receiving the Risk-analyze the requiring parties becomes clearly which risks must be eliminated or diminished. The risk-analyse will be processed in the safety plan.

The balance between the solutions and measures to get an optimal safety is written down in a safety plan. Depending of the question the safety plan covers the complete-, integrated- or partial solution.

The safety plan has to be approved by the demanding parties and is part of the permit request (building permit, building regulations or environmental legislation) and/or the high of the insurance premium.
